. How to subscribe to Service.
To subscribe to a database you have to read the suggested agreement, fill in Customer Information form and send to GARANT-SERVICE. Do not forget to specify your passwords. If you properly fill in Customer Information form you will assign an Identification Names that we send to you to the specified address. Issuance of Identification Names shall serve as confirmation of acceptance of the Agreement.
. When do I start to work with the database?
After receiving the filled in Customer Information form, Webmaster issue Identification Names to the specified passwords. These names shall be sent to your e- mail address. When you receive it you will get access to the database.
. Who choose the passwords?
The passwords shall be specified by Subscriber in Customer Information form.
. How to change a password?
To change the password you have to send a letter with the following information: name of organization, ID holder name, date of the agreement signing, old password and new password to the [email protected] address. In confirmation that the password is changed you will receive the confirmation letter.
. What is chargeable in the Services?
You pay only for the texts of documents. All kinds of searches, menu, keywords and so on are free of charge.
. How it will be charged if I load one document several times?
When you load one document during a day (Moscow time) several times only first loading will be charged. Warning: if you load, for example, the text of the Constitution on February 24 at 11.59 p.m. Moscow time then in two minutes at 00.01 a.m. of February 25 you will have to pay for it again.
. Can I obtain the price of document before loading?
Yes, you can but only in the case of your browser supports work with forms. For example, if you look through a document and see that "Telegram" is highlighted as reference. URL of this word has the following address:

where X specifies the code (ALT, KOI, ASCII)

In the beginning and end of each document there are references to the additional information. If you go to such a reference you will be suggested to specify the name of the desired document (900 in the above example).

. How to fill in DATA field correctly?
Be careful with the formats of dates:

DD/MM/YY, where each section shall be represented by 2 digits. For example: 01/05/94 is May 1, 1994

. Procedure for settlement.
You will receive Invoices every 30 days. If during this period the invoice is not paid then you will receive a warning. In the case of money is not received in the following 5 days the access to the database will be prohibited.
. When the access to the database is prohibited?
In case of non-payment against invoice in 35 days after receipt. For more details see Procedure for settlement.
. How to subscribe to the various databases?
To get access to any database included in Service you will have to conclude a separate agreement. Thus you have to conclude separate agreements for different databases.
. Differences for foreign clients and members of CIS.
There is difference only in amount to be paid. Subscribers from CIS are subjected to VAT and special tax.
. Termination of the Agreement.
To cancel the Agreement you shall send a letter to [email protected]. You will receive the confirmation letter and invoice for final financial settlement.
. Actualization of information.
New version of the database is issued weekly. In this purpose there are two hours break on Sundays for loading it on server. About actualization during the week see Planning Changes. Attention! As far as new version of the database is loaded weekly be sure that you work with up-to date version of the lists of documents (not copies from cash). Netscape store many files in cash memory that may cause the wrong request.
. Planning Changes.
In the present time it is planning to make the following changes to the structure of the information databases:
  1. Reference about each document.
  2. Lists of respondent and correspondent documents to each document.
  3. Context search through the names of documents.
  4. Catalog of the new documents.
Catalog of the new documents is going to be updated daily. There will be no any kind of searchers and hypertext maintenance. By the end of the week the documents from this Catalog will be included in the main database with all its abilities.
